At the close of the 19th Century, a bloodthirsty killer, also described as a “vagabond” in the cities he strikes, rampages through France, while judge Emile Fourquet scrutinises over the mysterious affair of young Victor Portalier. After much criminal profiling, he finally identifies the culprit: a certain Joseph Vacher, who recognises all of the murderers. This affair marks a turning point in the French police system: the incompetence of the men working on this case leads to the creation of Georges Clemenceau’s infamous “Tiger Brigade”.
